ChatGPT ads expand to Europe, with a new measurement pixel and Conversions API

OpenAI announced on 18 August 2026 that ChatGPT ads are expanding into 31 European countries, including Germany, France, Spain, Italy, the Netherlands, and the Nordics among them. This follows on from the four launch markets of US, UK, Canada and Japan. If you run paid media for a brand with any European audience, this is a new channel worth understanding now, not once self-serve access opens.

What’s launching

Per OpenAI’s own announcement, the expansion isn’t just geographic. Alongside the new markets, OpenAI says it has moved “beyond CPM and CPC bidding to support conversion optimization,” added geo-targeting and custom audiences, and built out its measurement stack with “the OpenAI Pixel, Conversions API, and third-party measurement integrations.” Access for now runs through OpenAI’s Ads Solutions team and agency partners; self-serve Ads Manager access is described as coming “later this summer,” with no firm date attached.

ChatGPT has over a billion weekly active users, and OpenAI says roughly 20% show commercial intent. Per TheNextWeb’s coverage, the company reports ad revenue is up more than 25% since the start of August.

Who will see ads?

At the current moment, ads only show to users on the Free and Go tiers. Plus, Pro, Business, Edu and Enterprise subscribers stay ad-free. OpenAI is explicit that it doesn’t sell customer data and that conversations stay private from advertisers. The ad targeting sits alongside the product as opposed to being inside the chat content itself.

According to TechRepublic’s reporting, OpenAI built a “consent-first framework” specifically to meet GDPR requirements for the European rollout: users who decline personalised tracking still see ads, but based only on “live session context and approximate geography” rather than any persistent profile.

What this means for measurement planning

If ChatGPT ads are going to be part of a European media mix, the measurement conversation needs to happen before launch, not after the first campaign is live and someone asks why conversions look thin. OpenAI’s own stack, the OpenAI Pixel plus a server-side Conversions API, mirrors the same client-plus-server pattern every other ad platform has converged on following the launch of Facebook CAPI. The detail worth planning for specifically: because self-serve access isn’t live yet, anyone piloting this now is working through an agency or OpenAI’s own team, which means measurement setup is worth raising as an explicit requirement in that conversation rather than assuming it gets configured by default.

What to actually do about it

If a client or brand is considering ChatGPT ads for the European rollout, start the measurement conversation now: confirm whether the OpenAI Pixel, the Conversions API, or both will be used, and make sure whoever’s setting up the account (agency or OpenAI’s team) knows your existing consent management setup needs to gate it, the same way it gates any other ad pixel. If you’re not planning to advertise on the platform yet, it’s still worth bookmarking as a channel to revisit once self-serve Ads Manager access lands.
